The National Bank (central bank) of the Republic of Azerbaijan (NBA) in accordance with the law of the Republic of Azerbaijan on State Procurement announces an open tender to procure the services of a global custodian.
The tender is open for financial institutions specialized in provision of comprehensive custody services and having long-term credit rating not less than Aa3 (Moodys), AA- (Standard and Poors, Fitch) and total assets under custody not less than USD 2.5 trln. as of December 31, 2007.
NBA will send by e-mail or certified mail a formal Request for Proposal (RFP), prepared in both Azeri and English language and accompanying bidding documents to all those who expressed interest and paid the bidding fee of USD1,000. The bidding fee shall be paid to the National Bank of Azerbaijan (SWIFT NABZAZ2X), Account No.021088221 with Federal Reserves Bank of New York, New York (SWIFT: FRNYUS33).
The interested companies shall send via certified mail by the latest May 12th, 2008 the following documents:
1. Expression of interest (letter of participation);
2. Documents and information ascertaining the bidders compliance with the bidder qualification requirements above;
3. Properly asserted copies of legal documents confirming the bidders legal status (charter, certificate of state registration or extract from the registry, etc.);
4. The last audited financial statement.
NBA has set May 21st, 2008 15:00 local time as a deadline for submission of tender proposals in response to RFP. Bids shall be sent to NBA address at 32, R.Behbudov Avenue, Baku AZ1014, Azerbaijan. A bid guarantee shall be included with the bid in the form of a bank guarantee in an amount specified in the RFP.
Opening of bids will take place at 11:00 local time on May 22nd, 2008 in the administrative building of NBA. The authorized representatives of companies can participate at the opening of bids.
The proposals will be evaluated in accordance with the evaluation criteria such as price, services, reporting, technology, etc. detailed in the RFP. The winner will be awarded an open-ended contract which can be terminated with a two-month notice.
