SEB Merchant Banking reported Tuesday that a push is underway in the Swedish Market to institute punitive fees as a means of dealing with decreasing settlement rates.

The report outlines two proposals designed to address settlement problems: assign a maximum value of a single transaction or imposing fines and incident reports on those investors who have a settlement rate under a designated level.

A similar project is also in motion to reconstruct and redefine the market’s buy-in rules to address the problem.
