InvestTech Systems Consulting (InvestTech)says it masterminded for the State Board of Administration of Florida (SBA) an 18 month investment systems infrastructure implementation project using the Eagle Investment Systems PACE portfolio management system and data repository and the Eagle STAR investment accounting system.
Prior to winning this project via competitive bid, InvestTech had also assisted SBA with the strategic architecture reengineering and systems evaluation process leading to the Eagle products, as well as the selection of a reconciliation system and a message integration broker system.
The project included a detailed acceptance phase for the Eagle STAR product to ensure support for the SBA’s equity, derivatives, and complex fixed income securities. Also, as planned, the Eagle team committed to, and delivered, a new commingled pooled accounting module for Eagle STAR with version 5.7, a feature required by many public pension plans and state treasuries.

The SBA systems overhaul includes technology architecture to support front to back-office automation. A message integration broker serves as the central custodian and money manager communication point leveraging the ISO 15022 standard. The Eagle PACE Message Center module serves as the integration hub supporting real-time messaging and dissemination of reference data to multiple SBA investment applications, including electronic STP links with the Bloomberg Portfolio Order Management System (POMS) for fixed income trading and SBA’s equity trade order management system. Eagle PACE also provides a comprehensive investment data repository supporting securities accounting, performance measurement, and market / analytical data as well as providing a web-based portfolio management reporting framework.
