Fed's Repo Expert Toomey Joins TBMA's Funding Division

The Bond Market Association (TBMA) has named Robert Toomey as principal staff advisor to the Association’s Funding Division. Toomey was also named vice president and assistant general counsel, and will report to Eric Foster, who is managing staff advisor for the Association’s global rates and funding group.

Toomey brings fifteen years of business and legal experience to the Association. Most recently, he was counsel and assistant vice president at the Federal Reserve Bank of New York, where he negotiated, structured and implemented the Bank’s Markets Group programs in triparty repo, and options on repo.

In addition, he was responsible for providing legal advice to the New York Fed’s markets group on activities involving US government securities, foreign exchange, and fixed income matters, including drafting and negotiating master agreements based on IFEMA, TBMA, and ISDA documentation.

During this time, Toomey also co-authored two publications entitled “Legal Issues Incident to Holding Central Bank Assets Abroad”, and “Fund Managers Acting as Agents and Market Transactions”. He was also involved in Fed study groups analyzing the future of the US Treasury securities market and advised the NY Fed’s US Treasury securities market surveillance function.

Prior to the Fed, Toomey served as Special Counsel within the Division of Corporate Finance at the United States Securities and Exchange Commission, where he drafted proposed and final rules, interpretations and no-action letters, TBMA said.

As the division’s principal staff advisor, Toomey will focus on legal, regulatory and market practice advocacy initiatives affecting the repo and securities lending markets.

Toomey received his Juris Doctorate from Fordham University School of Law and his bachelor’s degree from Haverford College.
